Yeah I'm not saying it PROVES it, just that it has me convinced.
Like you.said, Viper could have acted alone if he saw an opportunity.
And even if he did know, or at least suspect, Doran wouldn't have told the Sand Snakes imo. Especially before sending one to Kings Landing. He would fear her running her mouth about it and destroying everything he's building towards if Cersei even suspected it.
Doran is known for holding back and biding his time. It's what the Sand Snakes can't stand about him.
Telling the Snakes that would have been to much for them to keep secret. They would have wanted everyone is the Seven Kingdoms to know that the Red Viper defiled Tywin Lannister.
He couldn't risk that information coming out yet.

Something interesting to note, in my re-read of GOT, Pycelle in a conversation with Ned mentions that Varys was born a slave in Lys. Serra, who is often thought to be a Blackfyre was a Lysene slave/whore as well. IIRC, Illyrio is Bravossi. This strengthens my belief that once Ilyrio befriended Varys they set out to find Varys Blackfyre's sister, Serra, who ten married Ilyrio and gave him a son, who Varys and Ilyrio promised on her death bed to make a King.

Hmmm... I like it.
Another thing that struck me was what Varys told Kevan at the end of ADWD... he said that he killed him because he was on the verge of uniting the 7 kingdoms under Tommen... This clashes with what Varys told Ned in GOT that all he wanted was peace for the realm... I think it was Varys who had Ned executed. It was Neds's death that kicked this whole thing off, and the war has severely weakened EVERY major house in the 7 kingdoms leaving it ripe for the new 'Targaryen' king.
Ned had the potential to be a unifying force... hell even him leaving for the Wall to take the black would've smoothed everything over.
Varys killed Ned, not Littlefinger.

You are ignoring the timing issues of this. Varys wanted Ned to stay alive and have peace for a bit longer simply because they were not ready to make their move yet. Varys and Ilyrio discuss this in their secret meeting that Arya overhears.
The difference with Kevan is that Varys has Aegon coming to attack, and thinks he has Dany coming as well. He needs the realm split to allow them an easier conquest. Killing Ned gained Varys nothing really at that juncture, he was trying to gain time to get his people in position before everything went to hell.
On the flip side Littlefinger had multiple reasons to want Ned dead, starting with Cat and moving on to his ability to thrive and gain power during chaos.

Agreed. Plus I doubt that Varys would goad Joffrey to do that. We already know for a fact that Littlefinger has egged Joffrey on in his debauchery.

He killed Keven to separate Rose and the Lion because he needs more chaos for Ageon to rule. The war kicked off way too early for him and his plans on putting Ageon on the Iron Throne. The Golden Company did not get to Westerous till most of the fighting in the south is over and two of the main houses have united together. Varys was not ready for the war when it happened.
