He knows that there wont be an agreement, so he is going to have Reid bring a bill to the floor, which will pass the Senate but wont pass the house. Then he will blame house Republicans for going over the fiscal cliff.

Obama will let us go over the cliff, then come up with some kind of tax reform and call it the Obama tax cuts or some BS to give him credit for it because they are sick of Bush's name on it.
Then they will come up with some sort of agreement plan to make it seem like Congress did their job and worked together finally so they'll get re elected and won't ever really fix anything. It is all politics, no scenario in this entire mess will really help this country.

So he's calling for an up or down vote on the senate bill. Nice move. The ball is, and has been, in the R's court now. They will bear full responsibility for going over the cliff. And Americans will not be forgiving of them for it.
