If it's just a snippet of a video, then you can easily import video frames-->layers, work your magic, then save as .gif.
If it's a full video where you have to cut out the portion you need, PS I believe has a 500 or so frame limit so you'll have to trim it down with one of those other progz.

You can trim it down in PS. File -> Import -> Video frames to layesr -> Set the area you want and you can cut the number of frames down as well (i.e. Only import every 3rd frame).

gifsoup works.. Im certain PS probably has better quality for sure. I have went ahead and downloaded the free trial.. Ill give it a drive and see what I can come up with
