I agree with this. France's domestic governance model involved development of the beginnings of the modern "bureaucratic state". While it was perfected under Napoleon, it began under Louis 14.
Today, every major nation-state has an immense bureacracy to assist the chief executive's task of governance.

Any good essay starts with a statement or two by you and then proceeds to prove it.
At the end give a quick review of your main facts and a nice summation.
You can get the timelines of major political changes on line to get you started. Pick say 10-15 major events and start narrowing down to 4-6 major events. England will be more difficult to weed through quite alot of turmoil and change. HenryVIII and the split from the Holy church in Italy. Defeat of Spains armada. Rise of Lutherism etc.
Make sure you know how to write a good essay. Its structure will help focus your thoughts and get you a better grade.

My advice would be to drop out of college, puruse a career in the military or perhaps as a skilled laborer.

Might want to discuss Reformation, Exploration/Colonization, monarchy (as well as the execution of Charles, the Protectorate and the Glorious Revolution.

Britain was a limited monarchy whereas France was an absolute monarchy. Include important people and events and you should be fine.
