Seriously, do you people just go level 10 over EVERYTHING?
School board members names are public record. Contact the President of your school board personally and arrange for a meeting. They are NOT going to tell you no, and they WILL resolve the situation . Schools risk not only being sued but losing their accreditation if they don't take bullying seriously. No school board is going to risk that.
Some of the "advice" some of you idiots is give is just pathetic.

someone I went to HS with got their bully arrested because they had a concussion after being attacked. Can they file a police report because of the break?

A letter from an attorney is no big deal. I didn't write that the letter should threaten a lawsuit, it should ask for a response to the incident.
Principal isn't responding so you have to go up the food chain.
Skateboard to the face isnt viable, just a (bad) joke.

that's good, i'm sure that's what any lawyer would want them to do in the first place.
Damn I'm totally floored that the school isn't being helpful in all this. In this world of zero tolerance I figured they'd be all about CYA and be helpful to the kid's parents

Here's another question I have. Do yall not have police in the schools? Our school is fairly small, and we have one of the city police full time on campus during school hours.
We have kids go to them when they are being bullied , b/c let's face it nothing a school does will fully eradicate bullying. Some kids are always going to be bullies, but the school HAS to act when it occurs.
I find it nearly impossible to believe that the school is just refusing to do anything for the OP though.

and if I were the guy I'd lawyer up because the lawyer is going to know the proper channels to go through.
All this fight back and stuff is all fine and well, but life isn't an 80's movie where the little kid toughens up via montage. You can't do stuff like that anymore, as much as I'd like to see the kid getting picked on kick some bully ass.

I got picked on 1 time in school when i was in 6th grade. I didn't ruffle feathers as a kid, and was pretty well liked by everyone in my class. I was a skinny dude growing up to. Then i get to 6th grade and one day, this kid that failed the year before and was in our class starts messing with me. In went on for about 3 days. And he messed with me one day, and my friends advised me to flip him off. Well i did, and that escalated his picking on me. So by the 5th day, it was every class that we were next to each other he was messing with me. Either flicking me in the ear. Kicking my desk, throwing shite at me. Well, as we get on the bus to go back home one of my buddies informs my older brother of what is going on. My bro is about 4 years older than me, and so the next day, he took care of it.
My brother confronts this little punk at recess. Tells him, if you mess with my brother again, i'm going to kill you. Well, this little dip shite decided to tell my brother frick you, and spit in his face. My brother grabbed him by the neck and threw him up against the gym wall. His feet were dangling a good foot off the wall. Teachers break it up. But safe to say, i never got messed with again by this punk. He later drops out of school about 2 year later.
About 10 or more years ago this same kid, ended up murdering 2 elderly people with a hammer because he was high trying to steal shite from their house. He is now getting assraped daily in Angola.

Oh, and there are only 2 things to do in this situation.
1- Lawyer up and sue, AND
2- Coach your kid to tee off on the bully the absolute best that he can. Teach him how to strike. Let him know that whatever happens you support him.
