Doesn't matter, if the kid broke his hand and the school isn't taking responsibility I would make it my job to be a pain in their arse

Tell his parents to stop supporting him being a little bitch. Tell the kid to stop being a little bitch. If he wants it to stop, he needs to quit acting like his parents and stand up for himself.
I have broken my hands probably 50 times. It doesn't hurt and gets better in a week. Quit whining about it.
Lawyer up and sue, are you kidding me? Grade A piece of crap. He is gonna have to fight someone sometime. Might as well get it started now.

How does that help you accomplish your goal?
If your goal is to protect the kid, you will need people to work with you. Outside of moving the kid to another school and hoping it doesn't happen again, the best bet is to put out your hand and ask for help, not provoke additional enemies.

Bullies only understand one thing, and that is a show of force. They thrive on exerting their will on those that they think weak and unable to defend themeselves. They don't attack targets they think will be able to fight back.
They are the penultimate cowards, and until they find the tables turned on them, they won't learn.
Turn the tables.
Make them fear, because fear is the only thing they will really respond to.
There needs to be a bully's bully, someone unafraid to step in and call them out, to place knuckle to nose and make them bleed.
Someone they fear reprisal from, whom they speak of in hushed whispers, whom they check their closets for at night.
They need a bogeyman.

your friend needs to go up there and raise hell...make a scene etc....then he needs to call the school board superintendent....and then...he needs to teach his 14 yr old how to whoop somebody's arse and stand up for himself.....
if he gets bullied now...he will get bullied later in life...i was a small kid and had this same problem...told my teachers, told my parents, and they told the principal...
principal said flat out...that i would have to pay the consequences..i.e. suspension...but that i needed to ball up my fist and hit this kid as hard as i could in the mouth...
well..that was 8th grade...nect time he messed with me in the hallway...i slammed my locker as loud as i could and went straight spider monkey on his ass...im talking biting, hair pulling, punching, screaming, spitting, kicking,...totally ape shite...
i got suspended for a week but never got picked on it that school ever again..they thought i was fricking crazy...
