if the other guy is at fault and has no insurance, you are shite out of luck unless you have uninsured motorist insurance which will pay for your vehicle (or meidcal bills if you have that coverage)....
Collision still covers your vehicle, no matter who is at fault. You can decide to go thru the at fault guys coverage (if he has it) or yours. If you do not have collision and carry UMPD, in the quoted scenario, it will cover your damages up to whatever limit is stated in your policy and usually with a deductible. If you do not have collision or UMPD, you are SOL for your car.
UMBI 1 will cover bills, lost wages, and/or pain and suffering.
UMBI 2 is economic loss only (bills).
Also FYI, UM coverage kicks in if someone is uninsured, OR if your damages exceed the at fault persons limits.
