| House Republicans make 2.2 Trillion Counter Offer on "Fiscal Cliff" (Posted on 12/3/12 at 2:04 pm)

House Republican leaders on Monday sent President Barack Obama a counteroffer aimed at avoiding the fiscal cliff, but it doesn’t hike tax rates on the wealthy or deal explicitly with tricky issues like the debt ceiling and the sequester. GOP leadership says the offer is based on testimony given by Erskine Bowles during an appearance at a supercommittee hearing last year. The price tag is $2.2 trillion. The proposal, unveiled by senior GOP aides Monday during a briefing in the Capitol, assumes $800 billion in fresh governmental revenue through tax reform, $600 billion in health savings and changes to CPI, a formula that determines benefits across the government. There’s also $600 billion in other savings, split evenly between mandatory and discretionary spending. Politically, it’s a significant move for House Republicans. It will remove the White House talking point that the GOP has no plan. Secondarily, the party is making public its desire to tweak entitlement programs like Medicare, which is more than the White House has been willing to do. In the briefing, Republican signaled they are certain to push to change the Medicare eligibility age and implement means testing for the program. Republicans say their proposal is more realistic. Obama essentially submitted his budget, while Republicans took a step back from Rep. Paul Ryan’s (R-Wis.) 2011 budget. “We could have responded in kind” Speaker John Boehner (R-Ohio) said during a brief appearance at the briefing. “But decided not to do that. What we’re putting forth is a credible plan that deserves serious consideration by the White House. And I would hope that they would respond in a timely and responsible way.” A senior aide said although the sequester isn’t discussed, there is “ample savings to deal with” the automatic spending cuts. “[T]he Bowles plan is exactly the kind of imperfect but fair middle ground that lows is to avert the fiscal cliff without hurting our economy and destroying jobs,” the letter from speaker John Boehner and his leadership team said.

This will be interesting. Everyone that can add and substract knows that raising taxes on those that make above $250K, as proposed by Obama, will only be a drop in the bucket of what is needed to pay down debt. To that end, if it is not earmarked to pay off debt, one can only assume not a penny will be used as such. Nice to hear of what sounds like it could be a reasonable counter-offer.

Should the GOP allow a vote in the House on exactly what Obama campaigned on and simply vote present on the matter? This way it passes and each rep can deny they voted for tax increases...and when we hit the double dip Obama will own it.

Rhetorically, Republicans still look like sympathetic panders of the rich. Most of the rich didn't vote Republican, wtf are they defending these people?

Yeah, they're still pretty far apart. There is a deal to be had though so no one should walk away from the table.

WH poisioned the well for Obamacare, and it still seems to be pretty bad today. They have very little motivation to work with republicans.

Give him everything he wants IMO You know where we are going regardless. Europe is going to drag everyone down, but the GOP can just pin it on Obama's policies #strategery

I would say that neither side has shown much motivation given the gravity of what's about to happen, The Rs kind of extended and olive branch by going on record as being open to new revenue, but not really because that was coming anyway. And they're going to have to give up on the taxes on the affluent. OTOH, the prez needs to GTFO with this debt ceiling bull shite and his piddling spending cut offer.
