All of the Broflovski's are in the running, except for Ike. Kyle, freaking redhead Jew. Gerald, freaking Jew attorney. Mom, annoying voice, also a redhead Jew. But, Kyle's cousin may take the cake:
Kyle Schwartz, the worst of the worst. Definitely does not have the power of the Schwartz.

Pip does suck.
I hate Butters more than most, but he's not the worst.
I like Mr. Garrison, but Mrs. Garrison was awful. So I'll go with that. Or Mr. Slave. Or Terrence/Phillip...they're awful.
ETA: I hated Towelie at first, but he's grown on me a lot and I like him now. I'm definitely not a big Mr. Hankey fan though.

At the end of one of the Towelie episodes, Towelie says something like "Don't forget to bring a towel" because they're about to play an underwater level on their Okami GameSphere. Cartman laughs and says, "You're the worst character ever, Towelie," and Towelie responds, "I know."
Solves this dilemma pretty quickly, no?
... I love Towelie.

Kyle's Mom.
And Towlie...never liked the story lines with him in it. The episodes seemed to drag to a halt and all the regular characters fell into the background.
