No, they serve as political hiring agencies for way too mahy fools at too many institutions. Two campuses I am familiar with earn the HBC status despite being less than fifty or so years old due to location alone.

When I entered Centenary the Shreveport Times had an article about the freshman average ACT scores.
CC was second in the state to Tulane. As I recall:
Tulane: 26
Centenary: 25.5
Loyola N.O.: 25
Then you got to the public schools:
LSU: 21
NSU, McNeese, USL, etc. all around 19 to 20.
Southern: 12
Grambling: 10
Apparently, Grambling is now superior to Southern in terms of Graduation rates.
Mayor Cedric Glover flunked out of LSU and Grambling so I guess that makes them equal.
Robert Parish graduated from Centenary with an ACT of 9, but he had a lot of help.
