I posted this in another thread, but isn't the proper protocol is to bleed the line, and shut in the area if hot work was going to be occuring?

We don't have all the facts yet but according to some reports, the Platform was not flowing. My guess is that they cut into a line that wasn't flushed properly, if at all.

May I ask what type of tool are we discussing? To cut into the line like what is being described as the cause one would have to first isolate the segment, flush with a solution and most probably render inert by pumping in nitrogen or filling with seawater and leaving full during the cut. No flashpoint.
