Because you already consented to the search when you applied for your drivers license and signed the application. It's called "implied consent," and oftentimes, it's not merely implied, it's codified into law. Louisiana drivers license application contains the following:

state.la.us Also, you don't have to blow to be charged because the law gives police in Louisiana (and other states) discretion in the definition of intoxicated. For example (notice the "or"):

P.S. -- I kind of take issue with the OP's title of this thread, "Texas to begin drug testing for welfare/unemployment benefits." This issue is far from being the law of the state; a couple of politicians (albeit the Gov and Lt Gov) have spouted off their support, that's all... it's up to the Legislature, which convenes in January.

It is funny how you try and belittle me, but you don't copy the part where I said a precedence has been set. I know that there hasn't always been security, but when airplanes started being targeted then security increased.
