My guess is that the smaller books would blindly follow the line set by the bigger joints.

Yeah, but you figure if the smaller shop makes a line at -10 for Team A and all the bigger shops open at -17, then the small shop probably assumes they are off and goes with the market at -17. If that makes sense. Again, this is all total guess on my part.
