Naw all signs really pointed to him being Dr. Frankenstein. Halloween episode, him needing a heart to bring someone back to life, his insistence on being called Doctor and so on.
I don't believe that he was from our world either though.

another reason why I thought he was going to be the great Oz is because when the mad hatter and the queen were walking down that long hallway to get to the Dr., it was the same kind of hallway that dorothy and her crew walked down to get to the great Oz.
