Where did anyone suggest they could? I don't think as a group they ever will. As a group they can not compete equally? You think if you create goals they can not meet they will excell? Like sending them to harvard law school or medical school when they aren't academicallly able to compete with those that got their on academic merit? Yes, that is a great plan,

Where excellence is expected of students they are able to rise to the occasion. When sitting in a desk is expected they are more than willing to do so as nothing is expected as no work on thier part is required. The graduates of these sorts of programs will still be given preference in college admissions.

bullshite, cognitively deficient people aren't going to be ready for (real) college no matter how hard they apply themselves. an 85IQ can't anymore out shine a 120 than a 120 can out shine a 144IQ. And there was nothing in the article about lowering standards, they were adjusting goals, teachers can't make cognitively deficient read to the same level as the able no matter how hard they try either. Could you understand what was written or did the holy ghost interpret it for you?

Goals and standards are semantics over the process for asessment of students. If the thing is a question of IQ according to you then why are we bothering to teach them anything beyond how to write thier name on the back of a paycheck and a trade?

Do you really believe your innate cognitive ability argument or are you being sarcastic? Race is not the great decider of test scores. Poverty or more specific the culture of poverty is. Poor students who come from a background of generational poverty and are dis proportionally black and hispanic. There is no difference in test scores or academic achievement between black and white middle and upper middle class students. The nationally ranked magnet schools in Baton Rouge and New Orleans are over 50% black. These kids come from households that were they are taught the value of education and delayed gratification.

Imagine the next step. In order to meet the goals for proficiency the standards for each class will be adjusted to reflect their different starting points. Where an Asian kid might need a score of 70% for proficiency, a black kid might only need 55% to be considered proficient. It will be necessary to avoid failure to comply with. Federal requirements for education funding. so states will just dumb down the proficiency levels for underachievers.

It's only a matter of time before Asian guilt results in the first Latino President. Edit: Could remnants of white guilt be the reason whites don't get the first letter of their mult-syllable label capitalized in the OP?
