I like Jakovosaur, personally.
Sheila Broflovski is the absolute worst and deserves to be mentioned in the same vein as Skyler White, IMO.

Jackovosaur is MEANT to be an awful character.
He's not a bad character, but Garrison is rather one note most of the time. Out of all major characters, he's probably "the worst," but that's being a bit harsh. The problem is, most of South Park's main characters are brilliant.

Pip hasn't even been on there for like 10 years or so at least. I never thought of him as the worst.
It's hard to have a "worst" major character. I've seen plenty of Cartman centered episodes that I would consider the worst episodes, but some are also in the top.
I'm going with Cartman's hand. I've never thought that stuff was funny.
