Actually this program began with Reagan - 1984. It was slightly revised by Clinton - updated to include new technology.

And it is only technically supposed to be one per household. Yet when I was a mentor for big buddy my little buddy (10 years old), her older sister (12 years old), her younger sister (7 years old) and her grandmother (60-70 years old, no job and not looking for one) all had these phones in case they needed to call each other while grandma let the kids run around their neighborhood at will.

There have been abuses, no question. A new program started this year seeks to curb them.

People quickly figured out how to game the system when the program was first rolled out. The carriers themselves were complicit in a lot of this fraud. The FCC is finally catching up with the them.
