I also want to add that Chavez talking about respecting the will of the people, and that the opposition should respect it as well, makes me think that he is going to steal the election again and is trying to head off criticism.

By defintion, true dictators don't get voted out of office. If Chavez does get voted out, it's proof the he never was a dictator to begin with since he will have come to power and gotten booted out of power by free and fair elections. This reminds me of Joe Biden saying that Mubarak wasn't a dictator, despite the fact he's a textbook example of a dictator.

Well to be fair, Venezuala drove away a lot of successful people when he came to office. There are a lot of very smart people in that country. It will rebound if a pro-business person gets in there.

logic fail.
he could very well have rigged elections when he wanted to. he may "lose" this one because he doesn't care to win it.

Reading comprehension fail. If the election is rigged, then it's not free and fair. I thought that was a pretty elemental fact that didn't need to be stated, but evidently I was wrong.
EDIT: Previous Venezuelan elections have had international monitors and even his political rivals have conceded that they were free and fair, they just hate his politics.
