2. Didn't call any names.
3. other than telling people to read a lot of books or take some evolutionary biology and genetics classes, there really isn't much I can do about it on an internet forum. I dont have that kind of time for internet pissing matches

By setting incremental standards/requirements that must be met and are strictly enforced in order to qualify for assistance. It's really not different from any other form of education. Pass the requirements for 1st grade and you can move up to the 2nd grade, etc. Meanwhile we placate the ignorant masses with entitlements and then wonder why they aren't motivated/self-determined citizens.

This is a good start but it is not enough. We have to change other backwards government policies in education and incarceration that make it difficult for people who have not lived a "pious" life to pull themselves out of poverty.
