I found him everytime I went to Sanctuary before it flew off and now I can't seem to find him when I go back. Does he not show up after Sanctuary leaves?
eta: I saw him in Tannis' place, then Marcus, then twice in Moxxies and once leaning against a wall beside the newstand and once up a short dead end set of stairs.

I just like having weapons to sell or use later. I got two things from him that were better than what I had...a shield and pistol (I believe). I sold the rest or stored them. It only took a few minutes to find him by running around Sanctuary.

So if I fast travel to Sanctuary 10 times I should see him at least once?
It says he doesn't spawn after missions like previously thought so theoretically this should work
