Sure, Romney has definitely mischaracterized that as a negative. He is trying to separate the Democrats from their base.
The funny thing is that what the Romney campaign has done, is that they are able to state that without actually lying. I find it quite funny.
As we all know, the reduction in reimbursement to doctors through Medicare has freed up that large sum of money. By transferring that money to ACA, they are able to state that $716 billion was removed/cut from Medicare. Was that sum of money removed from Medicare? Yes, but by not stating how it was removed, Romney is able to make Obama appear as if he cut Medicare.
Quite a smart tactic.

This is just playing up a mis-quote of Obama. The Republicans have motivated their base by repeating only that section. Sure it is dishonest, but that is a tactic that Obama's campaign has used this election as well. Both are definitely at fault for this one.
not to mention his exhausting list of flip-flops for the sake of winning the presidency at any cost.
One person's flip-flop is another person's "evolution."
Why doesn't he run on his record as Massachusetts governor?
I'm actually not sure. I don't know much, if anything about his time as governor, beyond his creation of Romney-care.
Or his Bain record?
He did run on this. Problems started arising when Obama's campaign started painting Bain as the "evil corporation which destroyed jobs," and much like how Romney is portraying the Medicare cuts, every positive that Bain did is completely ignored.
This whole political process involves smearing the other side. It is sad that this is what it has come to, but it is the fault of the electorate.
My problem with Politifact is that they do appear to be more lenient with the Obama Administration than others. Obama's comments are often painted as only "half-truths" or "half-lies." Some have even gone so far as to put "on hold" as the classification.
I don't consider an organization that does that to be bi-partisan.
