The diversity of the number of varied depts buying ammo is not something that I can find good reason for them to be making such transactions, but the volume of bullets is very disturbing thing in my mind.

There is no reasonable explanation why all of these agencies are buying up ammo at such an alarming rate. But if you suggest nefarious reasons for the purchases, you are deemed a kook or tin foiled thinker.
