Using paypal to buy/sell a boat

I am selling my 2011 Crownline. A guy wants to buy it and pay through paypal and have a moving service pick it up. I have told him cash or money order only. He says he is in the military and on base @ FT Drum and cannot do the deal in person...
Does this sound to you like the complete scam I think it is?

Had a buddy who sold his sea ray to someone in UAE the same way. it wasnt a scam at all. however, in country, seems weird
