I'm 99% sure that the camp he is speaking of is only accessable by boat. There are dozens of these camps off Lake DeCade.
That's the point of the question. He can't clean his fish at his camp and bring them home without putting them on his boat.

We had one pull that at our duck camp. One of the members is a lawyer and state senator in Mississippi. It didn't go well for the GW. Hate some of those assholes. We're as legal as can be. There's no reason for them to be dicks but most are.

There are instances where they don't need one,(in LA at least) but people over exaggerate the power that agents have.
