Computationally? Sure.
With respect to actual gaming performance? Not hardly.
The level of optimization that can be achieved on a console is vastly superior to the level of optimization that can be achieved on a PC.
I mentioned this earlier, but it's worth reiterating - a PC with specs similar to the 360's would struggle to run Skyrim on the absolute lowest settings.

Skyrim for console is also optimized to fit that system. You are correct that a PC with the same specs as an 360 or PS3 would not be able to run Skyrim made for PC.

My point is most desktop hardware far exceeds last gen consoles not equals it.
A current desktop >> last gen consoles.
