How long does a boat registration decal last?

If it expires in 2013 when was it registered?

And do I remember a website posted a while back to see who a boat was/is registered to?

3 years from date of registration. It will be on the registration card.

I documented my boat through the Coast Guard and don't need a state registration.

It's a one-time fee for as long as you own the boat.

Nah, I've seen plenty with Mercs on the back.

Old man has a merc on the back of his boat, haven't had a problem in 8 years.
