What boundaries does judge Berrigan have in this case after the ruling is handed down?

My amateur mind believes it sounds like she is waiting for the NFL appeals process to make things right and if the don't, she will then step in a do it. I am likely wrong though.

Originally she was going to step in because Goodell ruling on onfield conduct was a clear violation of the CBA. IIRC they were attempting to reissue the same penalty with language that would make it legal under the CBA when the kitchen got too hot and Tags tagged in.

The union objected to Tags ruling on this because he's also representing Goodell in Vilma's defamation suit which is a conflict of interest. Basically if he gives a significantly different ruling than Goodell he makes his client vulnerable in a pending lawsuit. I'm no lawyer but that sounds like a pretty significant conflict of interest that Judge Berrigan might object to.
