If it is the same Low pressure system as Issac, then there will be no new name. Just like Ivan in 2004, when it moved into the Atlantic and strengthened again, it will again be named T.S. Issac.

If it is determined that this is a different low pressure system, then it will have the next name on the list.

It is not the same. The remnant of Isaac set off a complex of storms and a new "low" spun up with that or did the new low "spin" off causing the complex of storms to blow up? If there is a new system, it can be traced directly back to Isaac but it won't be "old" Isaac.
