The escalators in question here are the second-longest in the world, and they have to do them one at a time. That right there means it'll take quite a bit longer.

I have no idea if that's reasonable, all I know is that the link in the OP to "private sector" is to the same company that won the contract for the DC metro 2.5 year project. So if we're going to hold them up as a private sector standard we might as well be consistent and give them a little leeway.

With the literally thousands of examples out there of govt malfeasance to choose from, I'm going to go ahead and say this threat didn't succeed in what it was attempting.
