Those look like 31s or 32s in the picture.
Do yourself a favor and go to Jeepforum.com. There are as many opinions as lifts. Get one with quality components (joints) and adjustable control arms for the front. You'll need an adjustable track bar in the front as well. You can throw the rear sway bay in the trash (IMHO). Rear end...just leaf springs so no big deal there. And lengthened sway bar end links for the front.
I've had all my poly joints deteriorate and fall apart in under 5 years. I have JKS and Johnny joints that are as good as the day I bought them 8 years ago. I've never lifted a Cherokee (done about 20 TJs and YJs), but I'm guessing you'll need at least 4.5" to get 33s under there.
Gearing, you'll hate life on the highway with 33s and stock gearing. Doable, but not enjoyable. I'm running 4.88 gears with 35s and a 4.0L. I had 3.73s with 33s and it was freaking terrible.

In addition to what info you can find on jeepforum, check out 4wd.com and quadratech.com for parts and accessories. They'll have just about everything you'll want depending on how serious or not serious you want to be.

As for the gearing, for 31's would I need new gearing?

ride will be determined by shock quality. they are camp vehicles and get beat to shite and they are on garbage shocks so they ride like garbage. but they get us in/out of the field just fine.

I'd rather spend an extra $100 to get the suspension left IMHO. 31's seems like the ideal size tire.

That's almost exatly what I have on mine.
And...You don't need gearing for 31's
edit to add... I have a Rusty's 3" kit and got new lower control arms and track bar.
