I don't think you know what a hate crime is not do I think you know the difference between state and federal laws.

If you have a problem with someone placing a bounty on someone's head, I suggest you call the local DA.

He looked into whether there was enough evidence of a hate crime. He decided no. Apparently he also thought there was not enough evidence to label the bounty a hate crime as well.
