Certainly does if the person or entity receiving the credits aren't paying income taxes in the first place, or are paying less in income taxes than what the credits give out. Such is the case with some of the Child Tax Credit recipients, as well a good portion of the state's film subsidy program (oops!).

I'm all about reducing tax burden but I find reparations to be incredibly stupid. A tax credit would encourage people to actually earn money though.
How about issue a tax credit of $2500 to everyone who earns their high school diploma and stays out of jail? Maybe throw their parents $3500?
We should use this to get something that benefits society. My government uses taxation to influence behavior....might as well use tax credits to do the same.

Many of these companies get more in tax credits than they would ever owe in taxes. That's the whole point of making them transferable!!
The point is that according to this board, as long as the government doesn't have to write a check, tax credits don't cost money. Only liberals oppose tax credits. Right?
