I have no idea if they're protecting women, just saying the regulation isn't necessarily a huge barrier to women getting abortions. I believe there's only a half dozen clinics in that state.
Its a pretty freaking huge barrier if they rig it like Ohio-- make admitting privileges a requirement then ban any hospital that receives public funds from granting said privileges.

It doesn't really have anything to do with that. Gosnell would have gone to prison in Louisiana before this thinly veiled attempt to violate a woman's right to choice was passed.

Why don't we just go ahead and make every single doctor in every clinic of any sort everywhere have hospital admitting privileges within 30 miles? Not a hospital within 30 miles? Oh well, too bad - nanny gubment has to protect your health.
