Rafi is a one note, flat, boring, and terribly imagined character. He is good for maybe one punchline every two episodes and should not be used more than that.
The Rafi-Dirty Randy episode was so bad, it basically killed the entire show.

Yeah, but in a show filled with looney-toons (JD, Turk, Elliott, Cox, Janitor, Kelso, Jordan - all are crazy people), you have to have a straight character and she was it. She was necessary and was a fully fleshed out character.
