You're right and I'm not sure it's even close. Bob Dylan is most overrated musician ever? It's like saying Poe or Twain just did it all with mirrors.

I don't think anyone was claiming he was a virtuoso.
Does songwriting not count at all towards being a musician? Perhaps instrumentalist would have been a better term for you to use. FWIW After a session for Blood on the Tracks David Crosby told the rest of CSN that Dylan was a horrible musician.
