It actually runs, just poorly, but won't idle at all.

My 13 year old Honda 300 acted like it didn't like me once.
Replaced a 12 year old rotten air filter and the fuel lines. Runs like a spotted ape.

Don't run higher octane, just run non ethanol at the lower grades. Go to Harbor Freight or somewhere and get a set of the tip cleaners used for an acetylene torch. Those are best for cleaning jets. DO NOT use carb cleaner until you take off the "o" ring that goes on your bowl. It'll grow about 30% and you won't be able to get it to seal correctly.
Also, if it's been sitting for a while go ahead and change the fuel filter as it's surely got some gum in it as well.

what if you dont remove the bowl and only spray carb cleaner into intake while engine is running?

That's fine. It won't affect the shape of it. Also, if left to dry back out over-night the gasket will usually take back it's original shape.

that wont help. the cloud portion is in the bowl.
Torch tip cleaners are not small enough to go in the pilot jet. and you stay in the chance of making the jet bigger they are measured in .001s.
