Sounds like you may be using weight? Free lining croakers after chumming is the ticket. Try and find Rigs with kitchens as well

Lose the weight. Let the croaker act au naturale. Live Shrimp also will work.

Yea, no weight, no swivel, tie your leader right to your line and free line live croaker. Keep them chummed up and you should get some action and even see the mangroves most of the time

This i have done my best targeting them at the surface. Get them up with some chum then hide a hook in a piece and let it float with the chum never had a problem. I haven't used live bait but think that would be effective as well.
