In the [8] years since Vaughan became eligible, more than four dozen groups or artists, including such lesser lights as Bon Jovi and John Mellencamp, have been included on those ballots. Stevie Ray Vaughan, however, has not. Not once.
To get a sense of how shocking this is, take a look at the December 8, 2011, issue of Rolling Stone, in which the magazine compiled its most recent list of the one hundred greatest guitarists of all time. Vaughan ranks twelfth. Every one of the eleven guitar players ahead of him—from Jimi Hendrix to George Harrison to Keith Richards to Eddie Van Halen—are members of the Rock and Roll Hall of Fame. With the exception of Derek Trucks, who is not yet eligible, Vaughan is the only guitarist in the entire top thirty yet to be inducted.

Biggest Rock and Roll Hall of Fame snubs
1)Rick James personified "Rock" & unfortunately isn't remembered for his hardcore brand of Funk like in the album "Street Songs" ,but the damn Chapelle show.
People usually compare Prince to Michael Jackson because they were contemporaries /Black solo artist ,but Rick James was a much better comparison since Prince was barely in Jackson's stratosphere(a small taste with Purple Rain).
And for a while Prince wasn't as huge/influential as Rick
James & was once Rick's opening act nor did he challenge Rick until his 4th(Controversy) & 5th albums(1999).
Rick was unable to musically 'crossover' as well(plus personal issues)l ,but his talent as funk artist/producer was undeniable.
2) Johnny 'guitar' Watson should be elected for the instrumental /"Space Guitar"(1953) alone. More than a decade before Hendrix & The Beatles Watson was doing things claimed to be Hendrix or Beatles innovations.
Watson would be a 'guitar hero' had he showed interest in more "Rock" based music instead of Blues/Funk/R&B.
Space Guitar was on YouTube last I checked & the only thing that indicates its age is the honking Saxophones
