Using what authority?
Granted, I see no plausible situation that would permit Texas to place their Guard under Title 32 and deploy them to secure an international border. That is the responsibility of the Federal government.

There are probably ways around it. Texas could mobilize the guard to counter the lawlessness along the border without explicitly stating they were there to secure the border. I don't see how they pay for it though.

Yup. And I would also anticipate that the Federal government would withhold Title 10 funding previously allocated in order to bring Texas back into line.

Exactly. The local LEO's in south Texas don't want the headaches and expense of processing illegals so they turn them over to ICE.
