The "finals" for tech classes are certification exams - which they pay for. So in other words, your "intro to networking" class final would be to go out and pass the CompTIA Net+ exam - paid for by your tuition.

From a resume perspective, I certainly would give the LSU applicant more credit than I would the ITT applicant.

I think that is really all you can do with this hypothetical situation. An actual interview would tell me all I need to know about the 2 applicants.

I know that this has gotten me as far as I am. I interview well and know what I need to do the job. Now I am interested in having the education to move on to bigger and better

This would bring up a whole new thread. Is someone fully versed in certs as viable as the kid who managed to knock out a 2-4 year education.

its completely dependent on what you specific field you are in, but for the most part IT is what you can do - not what your education is.
i know a kid who never went to college - just started working in networking straight away. 6 years out of HS he has his CCIE and makes a very easy 6 figures.
keep in mind with WGU, you would be getting both a BS and the certs.
