Beniesta wasn't implicated because his parents moved to Barcelona and they are officially pretending they moved their for their own personal reasons, not because of Ben's offer to join La Masia.
Look, Barca broke the rules as they stand now, and should be punished for it (although I am sure many clubs do as well). And I agree that there should be rules to protect young players, no doubt about that. But that one part of the rule is pretty damn absurd. Do you really think ANY of these kids' parents are moving to Barcelona, Madrid, London, etc because they just happened to decide they wanted to relocate there, and not because of their kid? From everything I've read, Barca are in trouble because of 10 players, of whom either their parents didn't move with them, or they weren't convincing enough that their parents moved for their own motives.
It should also be noted that Barcelona and all of the kids in question were already banned from participating in any FIFA tournaments, and have been for a while. Barca's gem of La Masia is included in the 10, Lee Seung Woo.

The way I understand the rule is that Barca can sign all the players they want, they just can't register them with FIFA and the FA, so they won't be able to play competitively. They can bring players in, have them train with the team, and pay them, but they can't play.

This isn't correct, I don't think. Because all of the players in question weren't playing competitively already. And FIFA was already imposing sanctions against those players.

Halliovic was playing competitively in Croatia. Ter Stegen is playing competitively in Germany. They can agree to terms with those players, those players can join, but they can't register with the Spanish FA, so they can't play for Barca.

Sorry, I didn't realize y'all were talking about senior players being affected by the transfer ban. I was thinking you were discussing the youth players being implicated.

I think ter Stegen's agent said he doesn't think he'll be able to move to Barcelona and ter Stegen said he's 100% leaving this summer. Valdes might be back at Barca again next season.

If I was Valdes, I'd ask for a 1 yr deal for 500k/wk. see how much Barca would pay to avoid a season of Pinto.

I would imagine that you'd at least have to give the appearance that you could have made the move on your own, e.g., the Ledermans said that they made the move on their own and took care of their own shite once they got there, minus the kid. I wouldn't think that FIFA would try to look deeply into intent, but it's FIFA, so who knows.

Hernandez also said that ter Stegen put pen to paper during the January window, but they were keeping it under wraps until VV announced his new club. Makes sense considering MAtS's agent keeps talking about signed contracts.
My guess is Barca still get a ban, but delay it long enough with an appeal to make the transfers they've already had in place (MAtS and Halilovic).

rafael hernandez is a barca supporter. he gets very defensive of barca and shows a good deal of bias towards them for being a reporter.

I imagine that those transfers will go through, along with the approval through the FA. I wouldn't be surprised to see an appeal push the ban back and allow Barca to sign players this summer.
