Someone who has a bunch of picks trades them to him for 1 player. He loses 1 stud and gets his picks back and still has a stacked set.

the past few offseasons, there hasn't been a huge market for selling keepers for picks. people value the picks more these days

No one trades picks for marginal keepers. But if a guy like harden, AD, or Love are OTB they will certainly fetch multiple high picks.
