I think he was expecting Rubio to keep his position, and that's why he was lunging into him to draw the foul. Rubio wound up falling back instead, and Paul's long step wound up on his ankle.

Don't think it was intentional.

I was under the impression that most are saying the he obviously lunged into Rubio to do one of his flop things, and incidentally stepped on his foot. I can't see how you can say that it doesn't look like he wasn't trying to initiate contact in a sneaky way.
