Any idea why themes I download won't load up through Winterboard app?

It depends. I know winter board is not supporting wallpapers and lock screens and other graphics for themes. I downloaded one yesterday and all that worked was the icons.
Also it could be that maybe you don't have winter board updated. Other than that I dunno what to tell ya.

Have you updated everything through Cydia? Perhaps if it's an older them that's not supported? Does it happen with themes that specifically say in the description are compatible with iOS 7?

Is there any way to disable the popup in BiteSMS altogether? I just want to be able to use the volume key to activate it, instead of having the popup constantly (privacy).

Yeah.
1. Settings > Notifications > Messages > In lock screen > Turn it off
2. BiteSMS > Settings > Quick Reply > Lock Mode > Auto Show Reply (it should be off)

Nope, no word since a couple weeks ago. The guy that develops it is doing a total redesign on it. Last word it was around 50% done.
