In the show's defense, I believe they've stopped doing that with Brian and have realized that they've turned him into an egotistical twat who judges everyone, despite the fact that Brian never does jack shite to attempt to fix these situations aside from the most selfish of reasons and does stuff equally as horrifying or worse than the stuff Brian protests against. Quagmire hating Brian is a direct response from the writers on knowing how horrible of a pers- I mean dog they've turned Brian into.

It's a double edged sword at FOX being a live action sitcom.
