She lied to the Feds because she thought she had committed a crime and had not.

Obstructing (especially to this degree) a murder investigation is serious shite, not to mention there is the likely possibility that he had him shot or did it himself.

naw they failed at proving that and she got the "lying to a federal officer" shite
the FBI/IRS/etc basically use the tactic of asking defendants 1,000 questions during the investigation, so that if they can't prove their case, all they have to do is prove one "lie" to get a conviction

It's professional courtesy between the prosecutor and the defense attorney to allow the suspect to turn himself in. The fact he hasn't cooperated til this point could be a factor in the decision to just arrest him. Or it could just be a prosecutor who wants the pub. It looks better to everyone when you detain a high profile suspect as opposed to letting him turn himself in quietly.
Edit: The situation is unorthodox. He is too high profile to be a flight risk and Hernandez had proposed to turn himself in.
