What's the website that gives you compatibility of parts. Friend wants to build one and doesn't have much of a clue of what he wants

Yep, OP. There are 4 or 5 of us here that can configure the best PC for the budget. Otherwise, the aforementioned site is good.

When people hear budget they dont realize that what we mean is value. The PC will still destroy anything you throw at it on close to max settings

To a certain extent, I suppose. The word budget is used incorrectly when it's used in the context of building cheap. A budget is simply a fixed amount of money. The value comes from an experienced builder's ability to research parts, prioritize performance -- i.e., use the budget wisely.

But as far as destroying anything at max settings, budget still has a firm place in the equation, alongside value.

I'll talk to him about his budget. Will new egg or tiger direct configure it for him or will he have to piece it together?

He lives in Kenner. He has a gaming laptop from about 3 years ago that's still fairly good but it gives him trouble and he is also regretting not getting something he can upgrade.
