fashion some small human like air crew.... with laser pointers.... and let that sucker loose upwind of a public duck hunting area about an hour before legal.....

I used to work on a larger version of that. If it has the payload attached you'd have a kick arse surveillance camera, other than that not much.

The tether that holds it also is used for power and video transmission. Without knowing much about the system itself, and since it's the first of it's kind, my guess is that it does not have a locator beacon on it, but I bet the second one will.
