Loomis does not have a good history with UGA players in the 1st round.

Charles Grant, not a bust had a decent career but definitively didn't live up to first round hype.

Johnathan "hot cakes" Sullivan. Bust.

With that kind of sour taste oin Loomis's mouth from past UGA players and Jarvis Jones' poor skills performance I can see why we shied away from Jones.

I'm 100% sure that when Loomis evaluated the Jarvis Jones pick the said to himself, "this has the potential to be another Johnathan Sullivan situation".

Wouldn't he and Sean be the final decision makers (based on their scouting department's evaluation)?

I'd almost guarantee you that the final decision is that of Payton and the coaching staff. You think Loomis is sitting around breaking down film? He's a numbers guy. That's why he's here.
