Also, don't knock the black box wine. For $23 and equivalent to 4 bottles of wine, the cab is pretty decent.

I like to buy American, but you need to check out the malbecs and cabs from South America...very good buys in the price range you want.

This. Especially the malbecs. I'm a big fan of the Ben Marco Malbec after having it at Houston's. I think it might be one of the best wines for the price out there.

I also recommend Mark West Pinot if you want to spend just under $10. For cabs you can't go wrong with Liberty School in my opinion. Also look into 14 hands.

If you are talking about keeping it in a regular fridge at under 40 degrees, I completely agree. Although, I do think it should be served below room temperature. If you have a dual zone wine fridge, there is nothing wrong with that.

Dynamite Cabernet is my favorite inexpensive red and its on sale at Albertsons for 9.99

This is your best advice so far. Not sure I would call that higher value if you mean price wise.

Also mentioned, South American reds such as Malbec.
I would avoid American bottles, less value. IMHO
Cotes du Rhone's are another excellent style to seek out at that price point. Enjoy. Try all then drink what you like.
